n this Photoshop tutorial, I will show you how to create a glowing neon effects.
Create new document with black background.
Now we need to draw a line. Draw it's paths with the Pen Tool (Path mode)
Next we will create new layer and select a standard brush of white color (Diameter 1, Hardness 100%). Using the Direct Selection Tool (A), mark out the line and then change the tool with the Pen Tool (P) and make a right click on the marked line to select Stroke Path (Brush mode).
Now right click on the marked line and choose Delete Path.
Our line needs to be copied several times. Change the Fill parameter of some lines.
Click on the Add Layer Mask icon
on the bottom part of the layer's panel and choose a standard brush of black color to erase the ends of the lines.
Put together all the lines to have a rasterized layer (press Ctrl button, mark out the necessary layers and CTRL+E). Next we’ll make a copy of the rasterized layer.
Go to Filter>Blur>Gaussian blur
Create a new layer and apply select a standard brush. The brush is of the color #4118F2 (Opacity 40%)

Create a new layer. We’ll use the same standard brush applied before with a different color - #BA00BA (Opacity 40%).

Create a new layer. We’ll use the same standard brush applied before with a different color - #BA00BA (Opacity 40%).
Create a new layer. On this layer we’ll apply again the same standard brush with the color #E50101 (Opacity 40%).

Create a new layer and select here again the standard brush to paint the lines with the color #FFFD03
he layer’s parameters: Blending mode-Soft Light
Return to our first 2 layers (lines and glowing). Merge them.
Then your can copy and move them 2-3 times to get the result shown below.
